63 Ifugao families go through 4Ps validation

KIANGAN, Ifugao – Sixty-three households of this municipality started undergoing evaluation and validation as potential new beneficiaries of the Pantawid Pamilyang Pilipino Progam (4Ps) of the government.

The validation is led by the Municipal Advisory Committee headed by Christian Dawawong, municipal link of the Department of Social Welfare and Development to Kiangan.

The identified prospective beneficiaries were told to bring their supporting documents for the validation of the households and will be chosen through a uniform, objective, and transparent set of criteria. The community assembly was held on April 4.

Local officials do not participate in the selection of 4Ps households but they assist the DSWD staff members in the conduct of community assemblies, which is part of the procedures to validate potential and final beneficiaries.

Dawawong said the beneficiaries of 4Ps are the poorest households based on the National Household Targeting System for Poverty Reduction (NHTS-PR), the database system of the DSWD that identifies who and where the poor are.

A statistical formula called Proxy Means Test is used to estimate the household income through the proxy variables indicated in the household forms that serves as the main selection process.

Identified poor households are processed through eligibility check, which validates the program eligibility of every household and selects the potential recipients of the 4Ps.

Eligible households are those located in the municipalities and barangays selected for the program, whose economic conditions are equal to or below the provincial poverty threshold, those that have children zero to four years old or have pregnant woman at the time of registration, and those willing and able to commit to meet the conditions specified by the program on health and nutrition, education, and family development sessions.

The 4Ps or the Conditional Cash Transfer is a poverty alleviation measure of the government that focuses on human capital investment in the poorest of the poor households to eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality and women empowerment, and reduce child mortality and improve maternal health.

The program invests in the health and education of children from the poorest families because low schooling, poor health, and high malnutrition are strongly associated with the cycle of poverty in the country.

If the 63 new households pass the scrutiny of the DSWD, they will be added to the current 729 4Ps beneficiaries of Kiangan.
