Fine vs public utility firms on dangling wires proposed

A proposed ordinance that seeks to impose a maximum fine of P5,000 against any public utility firm that fails to fix its cables and wire connections to ensure public safety has been filed before the city council.

City councilor Nicasio Aliping Jr. opted to propose an ordinance after noting that some public utility firms are not heeding the previous request of former and current city council members for them to fix their dangling cables and wire connections.

“It has been observed that many of the public utility companies in the City of Baguio continuously allow their wires...and cables [to remain] at low height. These ‘spaghetti’ wires...and cables are considered eyesores and…[they] should be given proper attention considering that Baguio City is a tourist destination,” Aliping said.

He added that these wires and cables create public disturbance and nuisance especially so if these lines will be destroyed or cut.

“For efficient service to the residents of Baguio City and for public protection and safety, the public utility companies should remove and fix all wires and cables that are unnecessary, low lying, hanging dangerously, and swinging loosely to avoid annoyance [and danger] to the public,” he said.

If the proposed ordinance named as the “Anti-Dangling Wire Ordinance of the City of Baguio” is approved, any public utility firm that fails to fix their lines will be fined from P1,000 to a maximum of P5,000.

Aliping identified the public utility firms as Benguet Electric Cooperative, Mountain View, Skycable, PT&T, Radio Comm. of the Philppines Inc., Bayantel, Piltel, PLDT, Mosaic, Digitel, Smart Comm., Inc., and Globe Telecom.

He proposed that the City Building and Architecture Office be tasked to inspect the installation of cables and electrical wirings in connection with the newly constructed or renovated commercial buildings and other infrastructures.

Aliping further proposed that it must be a requirement for all public utility companies to secure working permit/clearance and approval from CBAO before installing and transferring electric wires and cablex to the newly installed poles/posts.
