CSC reminds precepts, values of public service

The Philippine Civil Service Anniversary marks its 109th year this September. In a month of celebrations, we honor the patriotism, integrity, excellence and sacrifices of our heroes in service to the public and the Republic. And the best way for public servants to honor the heroes among us, is not just to extol and reward their achievements, but to emulate their example through REPUBLIC SERVICE or Responsive, Ethical Public Servants with Vision, Impact, Commitment, and Excellence, which encapsulates in an acronym the tenets and traits of honest, hardworking, and honorable service in the government.

Last Sept.1, an inspirational message of President Gloria Macapagal-Arroyo was aired over national television and radio stations. A short message from the Civil Service Commission chair Ricardo Saludo was relayed to CSC regional offices also on Sept. 1. Simultaneous flag-raising ceremonies in agencies nationwide shall be held tomorrow.

One of the government-wide activities for the anniversary celebration is the nationwide promotion of the Anti-Red Tape Act (ARTA). All agencies of government must have completed their ARTA measures by the Sept. 5 deadline set by law. The ARTA aims to promote transparency in government with regard to the manner of transacting with the public by requiring each agency to simplify frontline service procedures, formulate service standards to observe in every transaction, and make known these standards to the client. The citizen’s charter are service standards written in English, Filipino, or in the local dialect.

Citizen’s charter shall include the following information: vision and mission of the government office or agency; identification of the frontline services offered, and the clientele; the step-by-step procedure to obtain a particular service; the officer or employee responsible for each step; the maximum time to conclude the process; document/s to be presented by the client, with a clear indication of the relevancy of said document/s; the amount of fees, if necessary; the procedure for filing complaints in relation to requests and applications, including the names and contact details of the officials/channels to approach for redress; allowable period for extension due to unusual circumstances; i.e. unforeseen events beyond the control of concerned government office or agency; and feedback mechanisms, contact numbers to call and/or persons to approach for recommendations, inquiries, suggestions, as well as complaints.
