An inmate’s visitor was arrested by the personnel of the Baguio City Jail after she attempted to bring in shabu inside the facility.

Heidi Domingo was arrested at around 1:10 p.m. of July 21 after she was found to have tried to sneak in shabu weighing 0.16 grams.

JO1 Jenny Claire Chinalpan who discovered the attempt stated in her affidavit that being the lady guard on duty, she is tasked to escort female visitors as well as search and frisk lady visitors including the belongings of the lady visitors.

One visitor was bodily searched including her purse which was later returned to her, a standard operating procedure in the jail.

After she was searched, the suspect hurriedly left the searching room, making the officer suspicious as she saw the unsearched sando bag brought in by the suspect.

Chinalpan followed Domingo and searched the sando bag which contained a laundry soap, shampoos, and a small box of toothpaste.

She opened the box and noticed that the cap was not fitted with the body.

“At at instance, she took the toothpaste from me and told me, ‘Tingnan mo walang laman’, and she squeezed the same on my palm. I took the same and squeezed it and I felt that something is bulky and hard inside the toothpaste,” Chinalpan said.

The officer added that when she was already holding the toothpaste, Domingo pushed her in front of the nearby comfort room, away from the other personnel and told her, “Mag-usap tayo mam, pag-usapan natin ito mam,” which made her suspicious.

The officer sliced the toothpaste and saw a small plastic straw inserted inside, containing a foil with crystalline substance.

Domingo and the toothpaste including the items were brought to the regional drug enforcement unit at Camp Bado Dangwa.

City Jail warden J/Supt. Rebecca Pawid said that visitors would try anything to bring in contrabands like cellphone, cigarette, and others but are unsuccessful in using them because of the creation of intelligence networks among the inmates.

She said that in October 2009, another visitor of an inmate was arrested when she tried to sneak in 0.30 grams of shabu placed in a key chain.

The person is still inside the jail, facing charges of violation of the anti illegal drug law.

Pawid also added that Domingo was also an inmate who was charged under the drug law but whose case was dismissed in 2009.

Domingo was about to visit an inmate who is also charged with a case on illegal drugs.
