City to cut number of workers employed on contractual basis

The city government will be cutting down on the services of contractual, under job order appointments beginning next year. 

In response to the recommendations of the Commission on Audit, Mayor Mauricio Domogan said the city government will only hire or renew the job order appointments of Public Order and Safety Division and Road Inspection and Monitoring Team personnel.

The POSD is under the Mayor’s Office while the RITMT is under the City Environment and Parks Management Office.

In the 2013 COA report, the city government was found to have inadequate controls on the recruitment of personnel hired on job order basis. The COA said this resulted in redundant services, unnecessary expenses, and improper classification of wages to Maintenance and Other Operating Expenses account.

The COA recommended for the city government to create a committee to formulate guidelines on the hiring of job order personnel. The guidelines should contain conditions when services of job orders may be contracted, period within which their services are needed, qualification standards, required documents to be submitted by applicants, review of contracts of service, and the screening process.

The City Human Resources Office was also told to have a master list of job order personnel.

The COA said department heads should also be instructed that hiring of job order personnel should be attributed to specific projects for a period not exceeding six months.

The COA should also be furnished with copies of the contracts of job order personnel within five days after approval of project proposals stating reasons why additional personnel are needed. The contracts should include expected outputs, specific period within which the work will be accomplished, and the source of funds for their salaries.

The city government was also asked to assess whether it is more advantageous to fill-up vacant positions with permanent plantilla positions, require the Budget Officer to prepare a budget in accordance with actual program implementation so that there will be a reliable expenditure plan, and to instruct the Accounting Office to record job order expenditure.
