SCOFAD leads city matters on Oct 2

Senior citizens chosen from the elderly associations in the city will handle executive and legislative matters on Monday, Oct. 2.

Elders Rodolfo Abella and Juanita Gabaen will unseat Rep. Mark Go and the mayor, respectively for a day, while Victorio Afalla will take over the sangguniang panlungsod affairs from Vice Mayor Edison Bilog.

Afalla will preside over the senior citizen council composed of Alfredo Palado, Ruby Agpawa, Felix Bentayen, Emilia Jarata, Erlinda Bueno, Namnama Lopez, Eduardo Reyes, Eliseo Baldovino, Pacita Resurreccion, Luz Abella, Alexander Wasian, and Antonino Cortes.

The senior citizen councilors will present proposed resolutions and ordinances crafted after observing legislative procedure in the council.

The Senior Citizen Officials For-a-Day is in consonance with the administrative order issued where the senior citizens “administer the transaction of the local government with utmost dedication to the service.”

The senior citizens were screened by their respective association heads Isaias Barongan, Edita Ibarra, Eduardo Gamayon, Gerry Mecos, Federico Balanag in coordination with City Social Welfare and Development Officer Betty Fangasan.

For the government line agencies, Cristina de la Cruz will administer the affairs of the Department of Agriculture; Loreta Umali, National Nutrition Council; Margaret Tolero, Social Security System; and Cynthia Feliciano, Philippine Information Agency.

Clarita Climacosa will take over the Bureau of Immigration Baguio office; Benjamin Tiago, Commission on Elections-CAR; Cristino Sacayanan, Comelec-Baguio; Celesta Besitan, Civil Service Commission; Regina Mangangey; and Department of Environment and Natural Resources.

Andrew Sagandoy Sr. will administer the affairs of the Environmental Management Bureau; Jesus Luzadas, Mines and Geo-Sciences Bureau; Leonora Safoket, Department of the Interior and Local Government; Jaime Martin, Department of Transportation; and Erlinda Balmocena, Department of Tourism.

James Gomez will sit as head of the Department of Public Works and Highways-Baguio City District Engineering Office; Herminia Pascua, DPWH-CAR; Cynthia Taguiba, Department of Social Welfare and Development; Rosvinda Orig, Department of Trade and Industry; Maria Taguday, National Bureau of Investigation; Cristina Estipona, PhilHealth-Baguio; and Benita Makil, Philhealth-CAR.

The activity is anchored on Republic Act 9994, which mandates additional benefits and privileges to senior citizens and Proclamation 470 designating the first week of October as Filipino elderly week.
