DILG conducts mandatory training for new SK officials
by Peter A. Balocnit with reports from Christian Allister G. Tubadeza

TABUK CITY, Kalinga – Personnel of the Department of the Interior and Local Government provincial office are conducting the mandatory training for newly elected Sangguniang Kabataan (SK) officers.

Kliene Chunanon, training focal person, said Republic Act 10742 or the SK Reform Act of 2015 provides that any elected or appointed SK official or any member of the Local Youth Development Council must undergo the mandatory training program before he or she assumes office.

Those who fail  to participate in the training without valid reason shall be a ground to disqualify SK officials from assumption of office or they can be subjected to disciplinary actions.

The mandatory training consists of three modules that include Decentralization, Local Governance, and SK History and its salient features; conduct of meetings and making of resolutions, planning and budgeting; and Code of Conduct and Ethical Standards for Public Officials and Employees.

The topics were prepared by the National Youth Commission and the DILG.

The training started on May 17 and will run until May 26. The SK officials will be given certificates, which will indicate that they have finished their training and are prepared to start their service.

The law provides that election of SK municipal and city federation officers shall be conducted within 15 days from SK elections and within 30 days for the provincial federation.

DILG Provincial Director Max Mayer Adong also reminded local government units to conduct post-election activities, such as removal of election posters.

He also reminded candidates during the May 14 elections to file their certificate of statement of contributions and expenditures not later than June 13.
