Ifugao’s son retires from nat’l police force with 3–star rank

Cordillera’s highest-ranking police officer at Camp Crame, Police Deputy Director for Administration Francisco Uyami Jr., retired last week after more than three decades of credible service to the country.

The Philippine National Police led by Director General Ronald Dela Rosa hailed Uyami “for his invaluable contributions in strengthening excellent public service in the organization” during retirement honors at Camp Crame.

If seniority prevailed, either Uyami or his classmate, retired Police Director Benjamin Magalong, of the Philippine Military Academy Class 1982, would have been designated as the PNP chief. Magalong retired in December 2016.

The President has a wide latitude of discretion to appoint a PNP chief or the chief of staff of the Armed Forces of the Philippines.

A pride of Lagawe, Ifugao, Uyami, who is also a lawyer, was once the head of the PNP Criminal Investigation and Detection Group where he initiated major reforms even in his short stint.

Other crucial positions he held were as head of the PNP Directorate for Human Resource and Doctrines Development and later the Directorate for Integrated Police Operation.

Some Cordillerans may not have heard of Uyami, but as a young officer, he once led combat operations in the hinterlands of Abra and Mountain Province.

The last time Uyami made an official visit to the Police Regional Office-Cordillera was in February when  graced the inauguration of the Bachelor Officers Quarters in Camp Dangwa.

Uyami was also honored by PRO-Cor with a testimonial parade for raising the banner for Cordilleran police officers being the second man in the PNP hierarchy.

With Uyami retired, the two most senior officers from the Cordillera now assigned at Camp Crame are Police Directors Benjamin Lusad from Mountain Province and Camilo Pancratius Pascua Cascolan from Baguio.

Lusad, now head of the PNP Special Action Force, is a member of PMA Class 1985 while Cascolan, current chief of the PNP Directorate for Operations, is a member of PMA Class 1986. Both officers will retire in 2020.
