IPMR row not really settled through tongtongan

In the interest of truth and fairness, please allow me to clarify and comment on the news item published in the Oct. 29 issue of the Baguio Midland Courier entitled,“Elders settle IPMR row via tongtongan.” The report stated that a customary way of settling conflicts through tongtongan has prevailed in settling the issues besetting the income and outgoing Indigenous Peoples Mandatory Representative (IPMR) in La Trinidad, Benguet.

While admittedly a gathering was conducted, the customary procedures for a traditional IP tongtongan was far from followed and some important elements or requirements for customary dispute settlement as such as retribution for the aggrieved party and other rituals were not incorporated nor complied with. What actually transpired was a sort of a program and gripe session.

What was discussed, as brought out by the undersigned, were the past actuations of Pendon Thompson’s group regarding the series of persistent petitions and maneuvers to unseat me as IPMR from 2014 up to 2016 despite the certificate of affirmation issued to me by the National Commission on Indigenous Peoples Regional Director.

Another issue is their illegal take-over or what I call hijacking of the La Trinidad Indigenous Peoples Organization (LTIPO) that I helped organize in 2006. Since Thompson accepted that all these were his fault saying basul ko amin and apologized, I said then that I am a forgiving person and have long forgiven them but cannot be forgetten because it has affected my health and family. My petition-complaint regarding the earlier IPMR selection conducted by LTIPO and not by the IPs/ICCs as per NCIP national guidelines was never brought out nor discussed.

The mentioned resolution in the report was ready-made and brought out by Thompson only after adjournment. Its contents, however, were not read or presented for discussion, but was signed on the spot by his supporters upon his request. Of course, I and the others did not blindly sign.

As far as I am concerned, I have not withdrawn my petition-complaint, and the certificate of affirmation of Thompson has not been issued by NCIP. I am just wondering how come Thompson is attending sessions of the sangguniang bayan as reported without complying with legal requirements. Maybe, some persons are “more equal than others” in this regard.
