TABUK CITY, Kalinga – Three hundred forty-six Pantawid Pamilyang Pilipino Program families who “graduated” from the program were  recognized through the “Pugay Tagumpay,” an initiative done every semester of the year to celebrate milestones in their lives and believing on change to happen in life.

Lorna Lomioan, head of the Kalinga Social Welfare and Development Office, said these 4Ps families were validated first quarter of this year and found them no longer eligible under the program since they have no more children ages zero to 18 year old.

 Municipal and barangay local government units are holding Pugay Tagumpay ceremonies for 4Ps beneficiaries validated for exit throughout the month. Graduates from Dangtalan, Pasil were recognized March 4.

Among the highlights of their exit are the achievement of zero record of malnourished children and self-reliance in producing food for the table through backyard gardening during the pandemic.

Lomioan cited Nora Bag-ayan of Pasil who benefited from the program especially on the education of their eight children and has made life easier for her family. Within the period the family was enjoying the privileges under the program, two of the children have become policemen, one became priest, one finished Civil Engineering, one on Information Technology, two on BS Agriculture, and one graduated Criminology. 

Graduates are assessed through the kilos-unlad case management strategies and approaches, a set of standardized procedures, mechanisms, and tools distributed across its five components employed upon the entry until exit of beneficiaries from the program.

The SWAD team administers the social welfare and development indicator to its partner-beneficiaries to assess their level of well-being. It is a tool used by municipal links and program frontline staff in addressing issues and gaps that could hinder their progress to becoming self-reliant households.

These issues are translated into an intervention plan formulated through a participatory approach. The realization of this plan happens during the transition phase, which entails convergence initiatives, service complementation and maximum utilization of available resources across stakeholders.

Lomioan said even during the transition assessment conducted prior to the graduation activity, there are 4Ps families that managed to maintain better state of well-being, others stand to acquire assets, employable and productive skills and potential development partners. – Peter A. Balocnit
