The best performing barangays and municipalities were awarded during the 2023 Benguet Local Governance Awards at the Ben Palispis Auditorium at the Capitol, La Trinidad on Oct. 16.

Gov. Melchor Diclas with provincial officials led the awarding ceremony together with program coordinators from the Department of Interior and Local Government Benguet led by Director Regina Elizabeth Mammag. 

The top awardees for the Municipal Peace and Order Council (MPOC) are Atok with 101 percent rating and Kapangan with 100 percent; La Trinidad with 98.43 percent; Tuba with 97.23 percent; Mankayan with 95.90 percent; Kibungan with 95.58 percent; Bakun with 94.24 percent; Tublay with 89.96 percent; Buguias with 88.89 percent; Sablan with 87.68 percent; Itogon with 88.89 percent and Bokod with 86.76 percent.

All the MPOCs were cited for having high level of functionality. Kabayan was the only municipality not included in the list.

Tuba, meanwhile, is the top Municipal Anti-Drug Abuse Council (Madac) with 100 percent score followed in order of scores by Tublay, La Trinidad, Atok, Bakun, and Bokod with a rating ranging from 97.5 to 92 percent; while Sablan, Itogon and Buguias got ratings ranging from 88 to 86 percent. The towns have highly functional councils according to the DILG.   

The top three Barangay Anti-Drug Abuse Council (Badac) awardees are Buyacaoan, Buguias; Calamagan, Buguias; and San Pascual, Tuba that attained 100 percent rating.

Other Badacs recognized for being highly functional with ratings ranging from 98 to 93 percent were barangays Ambiong, Alapang, and Lubas in La Trinidad; Tublay Central and Basil in Tublay; Taloy Norte in Tuba; and Amgaleyguey, Bangao, and Natubleng in Buguias; and Tuding, Itogon.

Other Badac awardees are Sebang, Buguias; Kamog, Sablan; Camp 4, Tuba; Caponga, Tublay; Madaymen, Kibungan; Cabiten, Mankayan; Poblacion, Tuba; Poblacion, Atok; Ambassador, Tublay; Paykek, Kapangan; Poblacion, Kibungan; Banengbeng, Sablan; Virac, Itogon; Camp 3, Tuba; Gumatdang, Itogon; and Lubo, Kibungan.

For the Lupong Tagapamayapa incentive awards (LTIA), top awardee for the first to third-class category is Barangay Alno, La Trinidad followed by Buyacaoan, Buguias; Paco, Mankayan; and Tuding, Itogon.

Barangay Ambassador, Tublay is the declared the most outstanding LTIA for the fourth to sixth class category.

Also recognized were the passers of the Seal of Good Local Governance for Barangay: Caliking, Atok; Loo and Sebang in Buguias; Madaymen, Kibungan; Alapang, Alno, Ambiong, and Pico in La Trinidad; Camp 4, Tuba; and Tublay Central, Tublay.

The SubayBayan provincial awardees are Bakun, Buguias, and Kabayan.

SubayBayan is a DILG program that ensures projects are implemented on time, there are no unliquidated funds, and complete documents are submitted; thus, fostering transparency on government projects, leaving no avenue for corruption.

Top awardees in the provincial level will advance to the regional screening and winners in the regional level will represent the Cordillera in the nationwide awarding by the DILG for the best LGUs in the country. – Ofelia C. Empian
