This is a unique situation that continues to change rapidly. We recognize that it raises a number of questions and concerns for people, especially our private sector workers and workers in the informal sector.
With the coronavirus disease still continuing to spread across the world, we should stay healthy and infection-free. During these times, we ask everyone to remember their responsibilities to deal with each other fairly and in good faith, and more importantly, we should support each other.
The information that we share should only be from credible and verified sources.
The official website of the Department of Labor and Employment is www.dole.gov.ph. For the DOLE-CAR, the official website is www.car.dole.gov.ph and its official Facebook pages are https://www.facebook.com/DOLE-CAR and https://www.facebook.com/DOLECAR.CRT.
Both Facebook pages can officially answer inquiries regarding the Covid-19 Adjustment Measures Program (CAMP) and the Tulong Panghanapbuhay sa ating Displaced/Disadvantaged Workers Program #Barangay Ko, Bahay Ko (Tupad #BKBK) financial assistance, and other labor and employment inquiries.
For updates on the Covid-19 advice for the public, the official source of updates is the Department of Health and the member agencies of the Inter-Agency Task Force on Emerging Infectious Diseases and the same updates are provided to our government and private news sources.
DOLE-CAR Director Exequiel Ronie Guzman in his report to Labor Sec. Silvestre H. Bello III said 1,213 workers from 98 private establishments in the formal sector in the Cordillera will receive their P5,000 grant through the CAMP. The DOLE-CAR processed a total of P6,186,105 financial support. Each Camp beneficiary will receive their assistance through a money remittance scheme.
As of this writing, DOLE-CAR received 21,129 CAMP applications submitted by 1,267 private establishments in Abra, Apayao, Baguio City, Benguet, Ifugao, Kalinga, and Mountain Province that have implemented flexible working arrangements or temporary closure, in view of the DOLE Labor Advisory 9, s. 2020. From the number of applications, the regional office is currently processing over 18,000 requests for financial assistance.
Due to the influx of applications received online, the DOLE-CAR is asking for patience and cooperation of the employers.
In compliance with the quarantine protocol and to help prevent workplace exposure to Covid-19, the regional office temporarily restricted visitors in the physical office and advised their clients to send their CAMP applications through e-mail. A skeleton workforce is stationed in the regional office and the six provincial offices in the region, but still in strict adherence to the enhanced community quarantine protocol in Luzon.
As of the moment, the DOLE regional and provincial offices are off limits to clients and visitors because safety and health is much of a concern. Signed by Bello on March 17, Department Order 209-20 or the Guidelines on the Adjustment Measures Program for Affected Workers due to the Covid-19 Adjustment Measures Program is a program that offers financial support to affected workers in private establishments that have adopted flexible working arrangements or temporary closure during the Covid-19 pandemic.
Under CAMP, a one-time financial assistance amounting to P5,000 shall be provided to affected workers in lump sum, non-conditional, regardless of employment status. They also have an option to avail of the employment facilitation that provides affected workers an access to available job opportunities suitable to their qualifications through job matching, referral and placement services either for local or overseas employment, employment coaching, and labor market information.
To avail of the financial assistance, affected workers whose companies have implemented FWAs or temporary closure are to submit the completed DOLE Establishment Report on the Covid-19 form (download at https://www.facebook.com/DOLECAR.CRT) and company payroll for March 1 to 15 or earlier, pursuant to Labor Advisory 12, s. of 2020.
The DOLE-CAR through its six field offices is open online via e-mail and through hotlines for any related inquiries or concerns on Camp and Tupad.
