The city council adopted Resolution 357, s. 2024, granting authority to Mayor Benjamin Magalong representing the city government to sign a memorandum of agreement with PhilSeven Foundation, Inc. (PFI) represented by its chairman Jose Victor Paterno for the implementation of the Parent Effectiveness Service (PES) on Wheels’ in Baguio.

PES on Wheels is an adaptive and sustainable approach to learning development interventions for parents in the communities and provides a package of services where a mobile van with complete logistics and materials is designed to effectively deliver these services to the communities.

The partner local government unit’s counterpart is to ensure the PES implementation including the care and maintenance of the vehicle.

Under Republic Act 11908 or “The Parent Effectiveness Service Program Act”, in the implementation of the PES program, every LGU shall give priority to parents and/or parent-substitutes with vulnerable children.

The program is conducted in the community and mostly facilitated by the City Social Welfare and Development Office social workers and trained partners, the resolution states.

To reach out to parents in the city’s 128 barangays and strengthen its advocacy on family development, the measure stated that the conduct of PES should be dynamic, unique, sustainable and provide a supportive environment to the facilitators where the presentations, learning materials and sound system are readily available.

The CSWDO has partnered with PFI, a corporate social res-ponsibility arm of the Philippine Seven Corporation, and among PFI’s current initiatives is the Gulong ng Karunungan which, in partnership with government, involves the operation of a mobile facility dubbed by CSWDO-Baguio as PES on Wheels. – Gaby B.
