The city government of Baguio will start profiling every resident of the 128 barangays to ensure that nobody is left behind in filling up the social amelioration card (SAC) which will serve as basis in the list of Social Amelioration Program (SAP) beneficiaries.

Mayor Benjamin B. Magalong issued Executive Order 82, s. 2020, ordering all barangays to ensure 100 percent profiling of their constituents using the Disaster Form 200 followed by the SAC with the assistance of city government employees and volunteer teachers.

The order was issued several days late after the first pay-out and implementation of SAP distribution to beneficiaries on April 9.

In the EO, Magalong explained that prior to the issuance of the SAC, the city’s constituents must be surveyed and profiled using the Disaster Form 200 and that only those assessed to be qualified for the Emergency Subsidy Program of the Department of Social Welfare and Development shall be given the bar coded card.

Magalong said the city must apply efficient and dynamic mechanisms in order to stringently select qualified SAP beneficiaries.

As per DSWD list, Baguio City has 45,000 low income families to benefit from the SAP with an allocation of P247 million.

Earlier, Magalong issued directives to barangay officials to be transparent on the list of SAP beneficiaries by posting the names of recipients in their barangay and update the same through the LGU’s official social media pages.

Barangay councils are also required to include three to five well-respected members of the community to sit in the screening committee for transparency. – Jessa Mardy Samidan
