TABUK CITY, Kalinga – The Philippine Red Cross-Kalinga Chapter and the Kalinga Police Provincial Office (KPPO) signed a memorandum of agreement to institutionalize the mobile blood donation every year.
PRC Board of Directors Chair Floydelia Diasen and KPPO Director P/Col. Charles Dumallig signed the MOA in the presence of lawyer Maria Linda Gavino, chair of the committee on Blood Service; KPPO Legal Officer P/Capt. Arlene Abay; and PRC Kalinga Chapter Administrator Raymund Chan.
The PRC shall undertake the screening procedures, and provide sufficient supplies, materials and equipment for blood donation.
In cases of emergencies, the PRC shall carry out measures to provide and make available blood units to members and shall also provide assistance to beneficiaries of KPPO.
For its part, KPPO, in coordination with PRC, shall maintain a pre-determined stock level of blood at the PRC blood service facility (BSF) intended solely for issuance and distribution to beneficiaries. There shall be regular monitoring and reporting on the status of blood stock at the PRC-BSF.
KPPO will also schedule a regular blood donation activity to ensure continuous and year-round supply of blood for members.
PRC and KPPO shall have a mutual coordination for the conduct of mobile blood donation every year. The parties shall undertake the promotion and dissemination of information to generate support and participation among its beneficiaries.
The parties shall maintain a system of linkaging to maintain effective and efficient coordination in the implementation of the MOA and maintain harmonious working relationship at all times.
A corresponding blood processing fee will be collected from every recipient unless specified coverage by partner under the Blood Samaritan Program.
The MOA took effect on Dec. 16, 2022 and shall be effective for two years subject for renewal.
As initial activity, a bloodletting was conducted at KPPO open court generating 11,500cc of blood from 23 police personnel. – Peter Balocnit
