The city council has approved Resolution 455 s. 2024, urging organizers of private and barangay sports events in the City of Baguio to provide at least one personnel trained in basic life support during their activities.

The personnel trained may be the referee, coach, or any other person on standby until the end of the sports activity.

Section 68 of Ordinance 47, s. 2021 or the “Comprehensive Sports Development Code of Baguio City, mandates that all competitive sporting events to be conducted within the city shall coordinate with a medical team i.e. Emergency Medical Services, City Disaster Risk Reduction and Management Council, City Health Services Office, and barangay health worker, and shall stay on stand-by until the end of the activity.

No activity shall be allowed to use city government sports facilities, areas, and playing grounds if an organizer or local sports association fails to coordinate with a medical or emergency team.

The resolution stressed that the Sports Code require immediate medical attention for any health emergency that may occur in city government-sanctioned sports event but do not cover private sports events.

On recommendation of the committee on youth welfare and sports development, the city council through Resolution 442, s. 2024, authorized the holding of “Run to End Polio” on Aug. 18 at the Lake Drive, Burnham Park.

The city council authorized through Resolution 456, s. 2024 the use of the Plaza Garden along Carantes Street on July 21 and 28 by Tiong San-Harrison, Puregold Price Club, and Pandayan Bookshop to sell school supplies in line with the Department of Trade and Industry Balik Eskwela Diskwento caravan.

The event coincides with the “Micro, Small, and Medium Enterprise Month” this July. The initiative aims to enhance public-private partnerships among stakeholders and offers consumers discounted school supplies to help mitigate the high cost of living.

The conditions of the approval are for the participants to secure a barangay business clearance, comply with all the requirements needed to secure special permits, pay the corresponding business tax, be responsible for keeping the sidewalk to be used clean and orderly; and each tent shall have a measurement or dimension of 2×2 meters

The city council has approved Resolutions 445, s. 2024 giving authority to Mayor Benjamin Magalong to sign a memorandum of agreement with the University of the Philippines National Engineering Center for the implementation of the Department of Science and Technology-funded research titled, “Center for Air Research in Urban Environments”.

Final copy of the MOA will be submitted to the city council for confirmation.

In Resolution 446, s. 2024, the city confirmed the MOA of the city government with the Department of Environment and Natural Resources-Cordillera for the provision of budget for manpower, operational supplies, and equipment for the facilitation of public land titling in Baguio.

In the MOA, the DENR-CAR through the Community Environment and Natural Resources Office-Baguio will conduct survey/s of identified city land needs preparatory to the processing of special patent/s.

On the part of the city government, it shall provide financial support through the yearly budget allocation of funds for manpower services, operational supplies, and equipment to DENR-CAR, which are necessary to fast track the project.

The city council through Resolution 452, s. 2024 commended the City Mayor’s Office and the Sangguniang Panlungsod on the successful application of the City of Baguio to the “Open Government Partnership Local Program” for the year 2024.

PH-OGP aims to foster transparency, citizen participation, and accountability at the local level. It also gives a space for government leaders to form coalitions that drive change in their contexts, to learn from each other, and to collaborate with peers from around the world to deliver better policies for their citizens.

Among the local governments selected globally for the program out of the 138 global applicants are Athens, Greece; Lisbon, Portugal; Navarra, Spain; New York City, and Baguio City.

One of the basis of the selection is the applicant’s track record in open government reforms, and engagement with local non-governmental stakeholders.

In separate resolutions, the city council commended Baguio City Jail Male Dormitory headed by Jail Warden J/Supt. April Rose Wandag-Ayangwa, Suzeth Artates Ancheta, Aiken Eugeneriq Ramos, Rene Abad, Albert Paul Dannag, and Ricardo Diaz Jr.

Ayangwa was commended for the City BJMP being awarded as the Best National City Jail of the Year 2024; Ancheta of UP Baguio for topping the June 2024 Special Professional Licensure Examination for Professional Teachers-Secondary; Ramos for winning a gold and three silver medals and achieving the title “World Champion” in the “Rap Vocals With Self-Accompaniment Division” of the 27th World Championship of Performing Arts in California, U.S.A.; Abad, Dannag, and Diaz Jr., for their achievements during the Ilocanos on Deck 10 Skateboarding Competition held on June 29 at the Imelda Cultural Center in Batac City, Ilocos Norte.
