WAR VS INSURGENCY — Defense Secretary Gilberto Teodoro, Jr. witnessed the ceremonial surrender of former rebels, namely alias Ronron from Boliney, Abra and alias Lipat from Balbalan, Kalinga along with firearms seized or surrendered to the government during the 3rd quarter meeting of the Cordillera Regional Peace and Order Council at the Baguio Convention Center on July 14. With Teodoro were Department of the Interior and Local Government-Cordillera Director Araceli San Jose, Police Regional Office-Cordillera Chief B/Gen.
