The Benguet Provincial Police Office has consistently maintained its top ranking in the Unit Performance Evaluation Rating (UPER) of the Police Regional Office-Cordillera for the first five months this year.
The Benguet PPO’s initiatives towards the achievement of the Philippine National Police Patrol Plan 2030 also earned a remarkable rating among city and provincial police offices.
UPER is a tool used by the PNP in gauging the implementation of its programs, projects, and activities through the timely submission of reports and accomplishments by the city and provincial police offices and mobile force battalions.
The performance of various police units is assessed monthly based on various parameters, particularly on their operational and administrative accomplishments.
From January to May, the BPPO, under Col. Elmer E. Ragay, has consistently ranked first, garnering an overall rating of 88.45 percent.
Mountain Province PPO ranked second with a rating of 86.79 percent followed by Ifugao PPO with 85.88 percent.
The Baguio City Police Office ranked fourth with a rating of 85.67 percent, followed by Abra PPO, which earned a rating of 85.26 percent, Kalinga PPO with 84.77 percent, and Apayao with 85.26 percent.
The Provincial Strategy Management Unit (PSMU), under Lt/Col. Gemma V. Braganza, also earned the top rank in terms of functionality for the first semester this year.
The PSMU is responsible, among others, in ensuring that the vision to transform the PNP into a highly capable, effective, and credible police service by 2030 is met through timely and complete compliances by the various units with the engagement of the advisory councils and the support of various stakeholders.
The Benguet PSMU earned an overall functionality rating of 99.92 percent. Mountain Province PSMU ranked second with a rating of 99.34 percent followed by BCPO with a rating of 99.03 percent.
Abra PSMU earned a rating of 98.56 percent; Kalinga PSMU, 97.42 percent; and Ifugao PSMU, 95.13 percent.
The Regional Mobile Force Battalion 15 earned an overall rating of 88.67 percent and Apayao PSMU, 84.84 percent.
The Benguet PPO has consistently earned the top ranking in the UPER since Ragay assumed post in September 2019. – Jane B. Cadalig
