The Department of Social Welfare and Development-Cordillera through the Pantawid Pamilyang Pilipino Program (4Ps) is bringing back the Search for 4Ps Huwarang Pamilya and Exemplary Children who show strong family ties, demonstrate positive Filipino values, and illustrate positive impact in their community.

“Our program beneficiaries whom we regard as our partners in the implementation of 4Ps are worthy of recognition. This search is not to let them compete with each other, but for them to express their experiences as beneficiaries for their fellow 4Ps members and even non-4Ps to learn and emulate,” DSWD-Cordillera Director Leo L. Quintilla said.

Since 2012, the search has been recognizing family and children beneficiaries who are able to comply with program conditions, sustain family togetherness, and become active citizens in their communities despite the challenges brought about by poverty.

The major eligibility requirements for the Huwarang Pamilya search are: Filipino family beneficiary for at least two years; A family with good standing in the community with no derogatory records and has not been convicted of any administrative, criminal, civil case or cases involving moral turpitude in the last five years; and a family whose income is not derived from gambling, prostitution, child labor, extortion, and similar illegal resources; among other sources.

For the Exemplary Children, the major qualification requirements are: Any 4Ps child aged 10 to 14 by Oct. 31 of the competition year; Involved with the program for at least one year; Enrolled in school and compliant to 85 percent school attendance requirement of the program; and with good scholastic standing – no grades below the passing mark, non-repeater.

The nominated 4Ps family and children beneficiaries will be subjected to a series of validation through the four levels of the search from city/municipal, provincial, regional, and national levels.

Under the city/municipal level, a family and a child beneficiary will be selected or nominated to represent the respective city/municipality in the provincial level. This will be conducted until June 30.

A deliberation at the provincial level will be done to select one family and one child each who will represent each province in the regional search slated for the last week of July in Baguio City.

During the regional search, a desk validation, talent presentation, and question and answer will be conducted with the provincial families and children winners together with an invited panel of judges from the partner agencies of the DSWD.

A 4Ps Huwarang Pamilya and Exemplary Child Grand winners will be conferred and will serve as ambassadors of the program in the Cordillera.

The grand winners will receive cash prizes and will represent the region in the national recognition in September and November. They will attend a series of learning sessions.

The search was stalled for three years due to the pandemic.

The 2019 Huwarang Pamilya Grand Winner is the family of Rosalie Tactac while the Exemplary Child is Christian Kyle Balinan who are both from Santa Marcela, Apayao.

At present, the Tactac family continues to live with the ideals and aspirations of the program and one of their children is currently employed at the DSWD Office-Apayao.

Christian Kyle, on the other hand, is now in his senior high school and is persistent in chasing his dream of becoming an engineer. – Marlo C. Abyado, Jr.
