Mayor Benjamin Magalong signed city council Resolution 527, s. 2022, requesting the Department of Environment and Natural Resources-Cordillera to allow the construction of a multi-level parking building with a view deck on their property located next to the Blessed Association of Retired Persons Foundation, Inc. (BARP) building along Buhagan Road (formerly Bokawkan Road).
The approved measure is based on a similar proposal of Senior Citizen Official for-a-Day (Scofad) councilor Benigno Andam adopted during the Scofad session held on Oct. 17.
“The lack of parking spaces contributes to the traffic congestion problems in the City of Baguio,” the measure stated.
The resolution added the property owned by the DENR-Cordillera could serve as the site of a multi-level parking building and a view deck.
It stressed the requested construction “would help in easing traffic congestion in the area and will serve as a view deck for tourists and residents to appreciate the view of the Summer Capital.”
The measure cited a provision of the Local Government Code, as amended, which states, “Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of the general welfare.” – Gaby B.
