The Department of Public Works and Highways-Cordillera has recognized the top performing district engineering offices (DEOs) during its fourth regional and field office staff conference in Baguio City on April 25.

Finance Division Chief Maria Sañga has presented the top performers among the district offices with Mountain Province Second District Engineering Office (MPSDEO) as the most consistent in absorptive capacity and prior year disbursement rate while the Baguio City DEO was given the most consistent performer in calendar year 2022 disbursement rate.

The MPSDEO was likewise awarded the most consistent district in terms of department-wide top 10 performers in the prior year disbursement rate as of Dec. 31, 2022.

DEOs that attained 100 percent prior year disbursement rate target, which include Abra, Apayao First, Benguet First, Ifugao, and Mountain Province, were also awarded.

Construction Division Chief Clifton Valencerina has awarded the top three DEOs that reached eight percent actual physical accomplishment target for the first quarter of 2023 with Apayao First DEO ranking first with 16.20 percent followed by Baguio City with 13.76 percent and Lower Kalinga DEO with 6.92 percent.

Quality Assurance and Hydrology Division (QAHD) Chief Leo T. Mustard also awarded the DEOs with the most outstanding quality assurance for project implementation with Apayao First DEO topping the list at 92.80 points, followed by the QAHD regional office with 92.17 points, Apayao Second DEO with 91.62 points, and Baguio City DEO with 90.78 points. 

DPWH-Cordillera officials led by Director Khadaffy D. Tanggol and Asst. Director Emmanuel W. Diaz have commended the DEOs for performing well to ensure soundness and quality of all infrastructure projects in the region. 

Tanggol, in his policy directives, said the office should focus on the core functions of the DPWH, which is the planning, design, construction, and maintenance of infrastructure, especially the national highways, flood control, and water resources development system, and other public works in accordance with national development objectives. 

He reported during the conference that as of the end of April, only DPWH-Cordillera among the regional offices nationwide has 100 percent compliance to geo-tagging of DPWH civil works.

The monthly staff conference aims to provide updates on the technical and non-technical aspects of office matters at the regional office and its DEOs. – Harley F. Palangchao
