The newly installed facilities at the Children’s Playground at Burnham Park got a failing mark from Mayor Benjamin Magalong who inspected the project supposedly for turnover to the city government through the City Environment and Parks Management Office.
Noting poor workmanship and deviation from the promised specifications, the mayor said he will not sign the acceptance form and will not issue payment for the close to P9 million worth project.
Assistant Cepmo Officer Rhenan Diwas said the contractor promised to make alterations and offered to present a proposal for the adjustment work to the mayor for approval.
The contractor, INCA Philippines, Inc. installed five sets of play equipment with ground bases at the Children’s Playground.
The mayor said the safety of the ground base is compromised as it was paved with concrete instead of cushion or rubberized material.
Diwas agreed that there were issues on workmanship as seen from the haphazard mounting of some of the equipment.
The implementation of the project, which was programmed last year, was almost suspended in consideration of the Burnham Park master development plan but it pushed through due to its exigency.
The city government has rejected a number of infrastructure projects for being defective since routine inspections by the mayor and City Administrator Bonifacio dela Peña began as part of the procedures for project acceptance and payment.
This is one way of ensuring that project specifications are met and the projects are not substandard. – Aileen P. Refuerzo
