A proposal to impose new health norms to be observed in all business establishments, transportation facilities, workplaces, schools, and public places in Baguio until the threat of Covid-19 is lifted has been filed in the city council.

In the proposed ordinance, cough etiquette shall strictly be observed in said places. One must use tissue paper when coughing and sneezing and dispose it properly after use. The use of a face mask for a person with a cough is also prescribed.

It also proposed imposing daily cleaning or disinfection of surfaces of frequently touched hard surfaces with .01 percent bleach, detergent, or disinfectant solution/wipe on the premises of a building/facility. Windows should also be opened for good ventilation.

It also sought to prohibit speaking in public transport vehicles.

If approved, the management of every agency, office, school, business establishment, and workplace in Baguio shall be required to post the prescribed health practices in an area where it will be most visible.

Non-compliant government employees shall be meted administrative disciplinary action, without prejudice to the filing of the civil or criminal action, pursuant to the Local Government Code, while non-compliant private institutions shall be charged P5,000 for every offense.

Offices responsible for the implementation of the proposed health practices are the City Health Services Office, the Baguio City Police Office, the Public Order and Safety Division, and the Permits and Licensing Division.

The proposed ordinance was referred to the committee on health and sanitation, ecology, and environmental protection for review. – Jordan G. Habbiling
