The Professional Regulation Commission will extend free of charge services to first time jobseekers in compliance with the provisions of Republic Act 11261 or the First Time Jobseekers Assistance Act.
The PRC will waive fees for authentication of Certificate of Registration, authentication of Professional Identification Card, authentication of Certificate of Rating, and authentication of Certificate of Passing
To avail of the assistance, the jobseekers must present a certificate from the barangay stating that they are seeking employment for the first time and residents of the barangay for at least six months.
The barangay certificate is valid for one year.

President Rodrigo Duterte approved the First Time Jobseekers Assistance Law in April 2019. The law seeks to promote full employment and equality of gainful work and opportunities for Filipinos by expanding the accessibility of government services and provide incentives to improve a first-time jobseeker’s access to employment.
The law mandates government agencies and instrumentalities, including government-owned and controlled corporations, local government units, and hospitals not to collect fees or charges from first-time jobseekers.
Among other documents, first-time jobseekers may avail of police and National Bureau of Investigation clearances free of charge. – Press release
