The safety seal certification is a voluntary certification scheme that affirms that an establishment is compliant with minimum health protocols set by the government and integrates contact tracing with StaySafe.ph.
StaySafe.ph is the official digital contact tracing application of the government.
Department of Labor and Employment, Department of Health, Department of the Interior and Local Government, Department of Transportation, Department of Trade and Industry, and Department of Transportation Memorandum Circular 21 s. 2021 contain the requirements to secure a Safety Seal which shall include the adoption of the StaySafe.ph application and generation of a QR code to be displayed in all entrances of all private business establishments, local governments, select public places, government offices, and public transportation units.
MC 21 also defines which agency is in charge of issuing safety seals based on the type of establishment:
DOLE –manufacturing, construction sites, utilities (electric, water, gas, air conditioning supply, sewerage, waste management), information and communication companies (private publications, news, movie production, TV and radio companies), warehouses and information technology-business process outsourcing companies.
DOT – primary tourism enterprises, hotels, resorts, apartment hotels, other accredited accommodation establishments, travel and tour services, meetings, incentives, conferences and events venues/facilities, and restaurants inside hotels/resorts.
DTI – grocery stores, supermarkets, membership shopping clubs, convenience stores, construction supply/hardware stores, logistics service providers, barbershops and salons, and service and repair shops.
Local government units – malls, wet markets, other retail stores, restaurants outside hotels/resorts, fast food stores, eateries, coffee shops, banks, money changers, pawnshops, remittance centers, car wash, laundry service centers, art galleries, libraries, museums, zoo, sports centers, tutorial, testing, and review centers, gyms, spas, cinemas, arcades, and all other private establishments.
DILG and Philippine National Police – city and municipal halls, capitol and all other local government unit facilities and buildings, police camps and stations, Bureau of Fire Protection offices and fire stations, provincial/district/city jails, barangay halls and other barangay facilities, and all other public establishments not covered by other issuing agencies.
Once an establishment applies and uploads all requirements in the online platform, the agencies concerned will inspect the establishment.
The certificate is valid for six months from the date its issuance,and one year for tourism-related tourism establishments. The certificates have to be renewed one month before expiration.
Hedcor Inc. is the first company in the Cordillera to be issued a safety seal certificate in September 2021.
Itogon-Suyoc Resources, Inc. is the first and only mining company in the Cordillera to receive the certificate.
Other establishments awarded with the Safety Seal certificate are Texas Instruments Philippines Inc., La Trinidad Shell Station, Pilipino Cable Corporation, Baguio Excellent Shell Station, Praj Pasalubong Center and General Merchandise in Tabuk City, Kalinga, and Giant International Software Station, Inc. at the Baguio City Export Processing Zone.
