The Technical Education and Skills Development Authority-Cordillera launched two barangay development projects of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Jan. 21 in Malibcong, Abra.
The first project called “From Hogs to Riches” was launched in Barangay Dulao with 45 beneficiaries enrolled in various skills training such as Carpentry National Certificate II, Electrical Installation and Maintenance NCII, and Animal Production of Swine NC II.
In Barangay Duldulao, also in Malibcong, 60 residents will benefit from the “Pangkabuhayan Sa Barangay” project. The beneficiaries are also enrolled in various skills training on Carpentry NC II, Masonry NC II, Service Small Engine NCII and Raise Organic Hogs.
The community can also benefit from loan facilities and business development of the Department of Trade and Industry, social services of the Department of Social Welfare and Development; seeds and fertilizers for farmers of Department of Agriculture; fingerlings distribution of the Bureau of Fisheries and Aquatic Resources; Cooperative Development Authority; and responsible social media user advocacy of the Philippine Information Agency. 
Before the training, beneficiaries will be oriented about Executive Order 70, their responsibilities as scholars, the benefits that they will be receiving as scholars of Tesda, and the various skills training of Tesda for them to encourage their families and friends to also avail of the scholarships and free training.
“Our scholars are currently producing hollow blocks that can be used by the scholars on Carpentry NC II and for building the pigpens. After this, we will start our TIP anytime this week,” said Nenita J. Corro, Supervising TESD specialist of Tesda Abra.
“Tesda, as the training arm of the PRLEC, will continue providing skills training for our clients and monitor their employment status when they graduate,” said Provincial Director Florante Herrera. – Press release
