Give the 13th month pay of workers

The Department of Labor and Employment has broached the idea of exempting or deferring the release of the 13th month pay for employees of establishments considered to be distressed due to the impact of the Covid-19 pandemic. Everybody is distressed during this pandemic.
Why still deliberate on this when there is a law that grants this benefit? There have been work disruptions because of the community quarantine, but the payments could be computed proportionately based on the compensation of an individual and the actual service rendered.
Workers are in dire need of money to buy food and other essentials to survive, to pay their bills, and to pay their debts.
