This has reference to a news story about the bidding of a Kennon Road project worth P144 million by the Department of Public Works and Highways-CAR that appeared in another newspaper.
I would like to relate this story to the useless projects in Baguio City such as the pedestrian flyover at the rotunda near Saint Louis University, pedestrian flyover at the Baguio City High National School, pedestrian flyover at Buhagan Road, and the “missing” pedestrian flyover between City Hall and the Baguio City Police Office.
There are hundreds of noble projects that can be seen by a layperson, but the DPWH Planning and Design Divisions, DPWH-Cordillera, and the other DPWH engineering districts had shown absolute engineering incompetence in planning and designing projects. What they “generally” do is a table survey.
Going back to the bidding of the P144M Kennon Road project, it is not the fault of the bids and awards committee that the bidding went amiss. It was the fault of the Planning and Design of the DPWH-Cordillera because had the people done their job competently, the bidding would have not been postponed.
Sources said the initial category of the project was river flood control. When they conducted a site inspection of the road section, they found out that the sheet piling cannot be done because the area is solid rock?
So,the DPWH people have to change the approved program? This means that the Planning and Design of the DPWH-Cordillera did not actually survey the area(table survey)? The rest is history.
I cannot understand why the DPWH director and concerned district engineers refuse to change these incompetent and lazy heads of their Planning and Design Division/Section.
