Why are big wedding rites and receptions allowed in Baguio?

I have sent this message to the City Mayor’s Office but I was ignored that’s why I am trying my luck to be heard by members of the media.
There are hotels in Baguio that allow big wedding ceremonies and receptions. An establishment near Burnham Park, for example, has an upcoming event that has 100 to 150 attendees. Is this even allowed under the current or previous quarantine status of the city?
There’s also an event on the 18th where the bride is five months pregnant. Isn’t she immunocompromised already?
I believe they did not disclose her pregnancy. They also allow kids to be part of the ceremony and celebration. Based on pictures of previous events being posted on Facebook, some are wearing face masks but most of people present are not wearing one.
I understand that some gatherings cannot be avoided but by choosing not to have an intimate wedding ceremony, they also jeopardize the health and safety of their guests. — NAME WITHHELD, Baguio City
