The Leonardo Pacsi Command-New Peoples Army-Mountain Province under the leadership of the Communist Party of the Philippines together with the Cordillera People’s Democratic Front shall continue their revolutionary work in arousing, organizing, and mobilizing the people of Mountain Province for their democratic rights and interests.
This is despite the persona non grata declarations of various local government units against CPP-NPA and revolutionary mass organizations, in accordance with the Duterte regime’s Executive Order 70 creating the National Task Force to End Local Communist Armed Conflict.
Amidst severe military operations, widespread black propaganda and misinformation, and fascist attacks against the people, the CPP-NPA-CPDF have successfully flourished in Mountain Province for the past decades due to the correctness of our revolutionary cause, and of course, the endless support of the people.
These persona non grata declarations are empty, hypocritical, and to no effect. We challenge the proponents of these declarations to genuinely take the side of the exploited and the oppressed. Condemn the militarization and human rights violations committed by the Armed Forces of the Philippines and the Philippine National Police against the people.
Lastly, call for the resumption of peace talks between the government and the NDFP in which the root causes of the armed struggle shall be addressed through a Comprehensive Agreement on Socio-Economic Reforms and lay down pro-people solutions that will bring just and lasting peace.
The revolutionary forces in Mountain Province, together with the rest of the Filipino people, shall continue fighting the oppressive and exploitative system our society has.
We shall continue to defend our land, life and resources, and advancing genuine agrarian reform and national industrialization as the long-term solution to the poor economic situation of our country.
No persona non grata declaration shall hinder the advancement of the people’s democratic revolution. — MAGNO UDYAW, Mountain Province
