The Department of Social Welfare and Development-Cordillera has started the post-validation process for the Social Amelioration Program (SAP) implementation in the region.

As of 15 June, the DSWD recorded 299,896 families that were provided with the Emergency Subsidy Program (ESP) of the SAP.

Of the number, 60,128 families belong to the Pantawid Pamilyang Pilipino Program (4Ps) and 239,768 families are non-4Ps families.

“As we now have the liquidation documents from our local government units, we are now into the post-validation process wherein we look into the cleanliness of the list of beneficiaries that have received the first tranche of the ESP,” said DSWD-Cordillera Director Leo L. Quintilla.

The post-validation process includes cross matching of database among national government agencies providing assistance under the SAP.

Personnel of the regional office are also interviewing families in the provinces to confirm information listed in the Social Amelioration Cards.

“We have also arranged a validation center in Baguio City being manned by DSWD personnel. They do phone interviews to families who received the first tranche. By having a call center setup, we are able to check on the details while maintaining physical distancing. We are also able to immediately provide answers to queries and grievances received by our call center,” Quintilla added.

The DSWD is prioritizing the validation of beneficiaries from Benguet and Baguio. A total of 3,375 beneficiaries in Benguet and 4,919 beneficiaries in Baguio are being validated.

The prioritization came after the issuance of Executive Order 112 s. 2020, which states that areas that remained under the general community quarantine until May 2020 will receive the second tranche of the ESP. For the region, Benguet and Baguio City has been included in the list.

“Even though Benguet and Baguio are the only areas that will receive the second tranche, the DSWD will remain vigilant in the post-validation of beneficiaries in all areas in the region for us to protect the integrity of program. We will not tolerate any form of corruption, fraud, or negligence concerning the implementation,” Quintilla said.

He clarified that the list of SAP beneficiaries posted in the DSWD website is not the qualified list of beneficiaries for the second tranche but the names of individuals or family heads that have already received the first tranche of the ESP under the SAP.

“The DSWD regional field office will be closely coordinating with the local government units, Armed Forces of the Philippines, and Philippine National Police for the release of second tranche in Baguio and Benguet. We would like to ask for the understanding of our beneficiaries as we are expediting all our efforts to fast track the release,” Quintilla said.
