The city council on Monday has finally approved the proposed annual budget for fiscal year 2020 of the city government of Baguio in the amount of P2,255,000,000.
The prompt action is in deference to the budget message of City Mayor Benjamin Magalong for a continued good working relationship with the city council to attain the unified dreams and vision of a “Better Baguio.”
As he acknowledged the council for its unending support, Magalong has informed the body in his message that “the budgeting and financial management process were carefully done to equitably apportion the limited resources of the city government ensuring that funds are poured to programs that will sustain governance that ensures high-quality service in pursuit to excellence.”
He added the whole budget embodies the strategic priority projects, programs and activities of the city, and is anchored/aligned with the identified priorities of the executive-legislative agenda or the 15-core agenda of the administration.
The budget was broken down to personal services (36.81 percent) – P820.826 million; maintenance and other operating expenses (33.44 percent) – P745.666M; capital outlay (11.75 percent) – P262.008M; development fund (13.45 percent) – P300M; and CDRRM fund (4.55 percent) – P101.5M.
The increase of P25M from projected surplus in the general fund shall defray the cost of the scholarship fund under the City Social Welfare and Development Office – P10M; hosting the 2020 Caraa Meet under DepEd – P10M; local youth development program under CSWDO – P1M; additional janitorial services under General Services Office – P1.5M; additional assistance to the Parole and Probation Office P100,000; and leadership training under City Human Resource and Management Office – P2.4M.
Budgets for the following departments are: CSWDO – P68.925M; City Accounting Office – P21.947M; City Health Services Office – P181.333M plus P500,000 DRRM-health fund.
The City Treasury Office – P92.090M; City Veterinary Office – P61.041M; City Prosecutor’s Office – P5.745M; City Library – P11.879M; City Administrator’s Office – P61.071M; City Disaster Risk Reduction and Management Council – P12.531M; Office of the City Auditor – P1.161M; City Buildings and Architecture Office – P73.870M; City Engineering Office – P197.408M; City Schools Division Office – P108.588M.

The support to national offices in Baguio like the Baguio General Hospital and Medical Center – P12.6M and an increase or additional assistance to indigent patients in the amount of P5.6 million downloaded to offices of the city mayor, vice mayor and the councilors; Municipal Trial Court in the Cities – P2.522M; Regional Trial Court – P4.784M; Public Attorney’s Office – P600,000; Parole and Probation – P250,000; and the non-office expenditure in the amount of P543,303; Bureau of Jail Management and Penology (male dorm) – P6.399M; Bureau of Jail Management and Penology (female dorm) – P2.350M; Baguio City Police Office – P36.800M; City Civil Registry Office – P17.963M; and the Baguio City Fire Station – P30.536M.
